10/21/24 Steering Committe

On October 21, the King’s Beach Steering Committee once again met to discuss updates to source elimination progress, exploration of complementary solutions to King’s Beach contamination, and upcoming submission for an EPA Community Change Grant. (Note, EPA Community Change Grant was successfully submitted on November 21, 2024**

1. Op-Ed Discussion

    1. Steering Committee will use Rep. Armini’s edited draft of the op-ed as a base to create the final version

    2. Send for review by the end of the day and aim to be shared by by the end of the week

2. UV Pilot Timing & Fallback Funding Sources for Potential 2025 Pilot

    1. Lynn will commit funding to the UV pilot through the state ARPA funds

    2. Swampscott planned use for state ARPA funds received for King’s Beach and so will revisit and review other funding options, subject to relevant approvals

    3. KLF to connect with Trojan for their availability

 3. Grant Preparation Update and Next Steps

    1. Grant writing is in progress

    2. Mayor’s Office, Save the Harbor and KLF have been meeting weekly, as well as with an EPA TA Provider to discuss the grant

    3. Grant will center addressing contamination with a core strategy, which is the majority of the funding being put into source elimination efforts in both Lynn and Swampscott.

    4. In addition, we are also looking to fund complementary pollution reduction strategies. This would be through the UV pilot, an outfall study, and ozone disinfection. In summary:

      1. The grant would specifically fund the UV pilot design and planning phase, as well as the program execution.

      2. The modeling and concept refinement of the outfall extension and an eelgrass survey.

      3. For ozone, further review of existing data on the impact on macroinvertebrates and vertebrates to confirm safety of the technology in an ecosystem; and/or new studies to answer these concerns if data does not currently exist.

 4. Upcoming Meetings (Swampscott local officials, public townhall, etc.)

    1. Mayor will meet with Swampscott Select Board Chair to discuss current King’s Beach efforts, as well as inform them on the latest re: UV pilot

    2. Mayor’s Office will plan with Swampscott to host a public townhall on King’s Beach (Dec/Jan) once grant is submitted

 5. UV Results

    1. Most recent result, post-rainfall, shows UV is effective.

    2. Still seeking sample with high turbidity

 6. IDDE Updates are proceeding according to plan

 7. Additional Lynn Outfall Idea - Water & Sewer Commission discussing outfall alternatives and will report in future.
